Waldorp Four is a development by Sustay, realised in collaboration with DUWO, housing corporation Arcade, Greystar, pension fund ABP, the Municipality of The Hague, and construction company Heddes. The project includes a total of 1,171 new rental homes, consisting of 560 homes for middle-income tenants (Greystar and ABP), 399 student residences (DUWO), and 212 social housing units (Arcade). In addition, the development will feature space for businesses and hospitality establishments. Capital Value advised Sustay on the sales transaction.
DUWO, housing corporation Arcade, Greystar, and ABP are investing in 1,171 new rental homes in the heart of The Hague

This mixed-use project is a broad collaboration between commercial parties and social housing providers, working together to address the significant demand for affordable housing. As one of the first large-scale residential developments in The Hague, Waldorp Four will play a key role in the continued development of the Central Innovation District (CID), the economic heart of the city, located between and around the stations of Den Haag Centraal, Hollands Spoor, and Laan van NOI. Waldorp Four is designed by architectural firm Paul de Ruiter.
Sustainability and modularity
The construction of Waldorp Four will be managed by Heddes Bouw & Ontwikkeling, with work commencing in December 2024. The project will be realised in partnership with Ballast Nedam West. The towers will be constructed entirely using modular methods, in collaboration with Team Modulair, which will speed up construction time, minimise disruption, and reduce construction waste. Team Modulair includes Heddes Bouw & Ontwikkeling, Ursem Modulaire Bouwsystemen, and Schouten Techniek. The completion of the project is planned for mid-2028. The homes will meet stringent sustainability standards and are set to be certified with the BREEAM-NL Excellent In-Use certification and an A+++ energy label.
